As long as you are calling from within the US to a US number, no.

Be aware they may incur addition costs from you calling them. Have them check their plan before you call them.

You could also use Google Hangouts or Skype for free assuming they can get access to a wireless network.

We understand the importance of making sure you are aware of any potential charges when it comes to international service. The good news is that if you are in the U.S calling another U.S number you will not be charged for international calling. The other person receiving the call could potentially get charged a fee based on their plan if they answer the call as they are not in the U.S. We would recommend that they check with their carrier before leaving if possible to see what those rates might be and if their plan would cover the calls received in Mexico.
