I blocked someone who's constantly texting me (and I asked them to stop but they won't). When this person is at home, his wireless is through a VPN which seems to be able to get around the block. How do I counter this and stop them from texting my phone?

Call blocking is based completely around the phone number, not where it is coming from. VPN does nothing.

I have the number blocked, I deleted them from my contacts and all the
messages and they're still able to get texts through to my phone. I thought
the VPN might be allowing it to happen.

Perhaps they are employing a number-spoofing method to get around your blocking. This may have progressed past a technology problem and moved into a law enforcement problem, if you're being harassed. Stay safe out there!
