Watching a video on a 720 pixel resolution screen, and having it be so blurred that you cannot even read the subtitles? Yeah, you can tell.

Since when does Hulu have to have a contract with Verizon? Does Angry Birds have a contract with Verizon? Hulu is simply a supplier of content, and Verizon's network is simply one place where that content tends to flow.
Anyway, there are things we, as customers (or are you saying you're not a VZW customer?), can do. We can refuse. We can turn away from Verizon. Personally, when my contract is over, I plan to do just that, if Verizon doesn't start acting like a company I can be proud to support. Bullying other companies, charging ridiculous rates for data - I don't see how any of us can be proud of that. I'm sure I don't even know the half of what Verizon's done, either... but I've started research.
