How much slower is Safety Mode compared to 4G LTE?

A lot slower. 4G LTE is usually 5 to 10 Mbps, safety mode is 0.12 Mbps

What this means practically is you can get text based emails ok, vector based maps ok, simple mobile friendly web pages slow, but happens, and some music that streams at low bitrate, such as pandora ok with some intermittent buffering.

What is not going to work is any type of video, complex web pages, high resolution audio streaming (spotify did not work well on safety mode), sending or receiving pictures or video.

It is just enough to get very basic stuff done, but it is drastically slower than LTE.
