How do subsidized phones (On contract) affect the monthly bill?

It seems I've heard two different sides of the story, but I haven't ever found a definitive answer. I've heard that having a smartphone on contract contributes to the monthly bill. Having a smartphone off contract (full price to purchase phone) is cheaper every month. Others have said this isn't the case. What is the real answer here? My family is looking to have a cheaper monthly bill as we have 5 lines, 4 smartphones and 1 basic phone. We currently pay ~$283 per month and it is too much. Each smartphone has an individual 2GB, each phone is on a contract.

It's all in the plans. If you have a legacy plan then it may not be cheaper. Also if your total usage is lower and you get a plan to match your usage on data it may be cheaper. You have to do the math yourself if the legacy plan is cheaper or more expensive. The price for phones will always be the same the only difference one has the price bundeled into the plan while the other is separate. Always compare by 2 years and not initial
