Has XLTE been turned off?

As can be seen in the pictures below, my Net speed has taken quite the hit in recent months. Is it possible that VZW has done away with XLTE in my area and gone back to plain old LTE? My speeds are at what they were before XLTE was enabled in my area last November.

XLTE is used in dense areas when traffic is higher.  It isn't guaranteed 24/7 to all users in that XLTE area.
