I paid my bill over the phone today with a credit card I have not used in over a year. Within less than 5 hours, there were over $7000 worth of new charges on that card. I double checked, the bill was paid, so I know it Verizon who took the information. Apparently whoever took my information went on a spending spree afterwards. Who can I report this to??

Report the fraud to your credit card company and they should launch an investigation.

Did you actually talk to an agent or was there an automated voice response that took your payment?
