Hello and welcome! I think it's tremendous that you are doing this. I've had great help in the past myself from a few really helpful individuals so I know exactly how you feel. Well if you have the persons name, number and call center I think all you would have to do is just call Verizon and ask for the direct contact information for that call center. Contact them and ask for the supervisor of that individual and provide the commendation.
Verizon has a ton of issues to clear up in terms of customer service, billing nightmares, etc. However, there are indeed really good individuals there going out of their way to help. I think they get so many of the complaints that a gesture like yours will really make a difference to all of them there! 
Gez. They sure aren't making this easy are they. They've insulated themselves so well from the barrage of complaints that when somebody wants to say something good they can't do that either! 
All I can say is you gave it your best. I don't know if they'll allow it or not but maybe you can just post your letter of commendation to that individual right here! Actually, the more I think about it this would give that individual NATIONWIDE acclamation! The Verizon executives I'm told do read this forum and even more top people will see it and I'm sure that person will get even more pats on the back!
