Content Filter Question

I'm wondering the difference between all of the different age range filters. The explanations are pretty generic. Is there a way to filter so that my child can use the internet on the phone, but limit what he looks at? I brought it all the way down to Age 7 and it seems all of the internet is blocked. My child is older than that, but I wanted to see what he could see. Do all of the filters block the internet entirely?
