Can you check voicemail when you don't have cell service?

I was in a rural area where I had very intermittent Verizon service, however, I did have a home Wi-Fi I could use.  I was making calls using Google hangouts using home Wi-Fi.  The problem was, I could not check my voicemail, I just got some error message when I tried to call.  Is there a workaround or solution to check voicemail with hangouts or through WiFi.  I have Samsung Galaxy S7 and Verizon Prepaid.  Thanks in advance

Voice mail can be checked from a landline by calling the cellphone number, pressing the "#" button during the greeting and following the prompts. ☺
