Both of these settings are on and I still can't do picture/messages between the 2 phones. So what else could it be?
iPhone: Settings > General > Cellular
Note 2: Settings > Data Usage > Mobile Data

The picture sizes could be too large.

The pictures are photos taken with either the iphone's or Note's cameras. The iphone can send to other phones but not the Note and vice versa.
