Can not suspend my service without billing" Service is not available at this time, please try again later."

Hello. I'm curently abroad and tried to suspend my devices without billing but got message "Service is not available at this time, please try again later."
Why is that and how can I fix this problem. I have never suspend my devices before. And don't have opportunities to call to custome service directly.
Please help.
