Maybe this is a stupid question but I do not know the answer so I'll ask. Can you pay the Early Termination Fee (ETF) no to end service but to migrate to a month-to-month contract?

AFAIK, the short answer is 'no'. You pay an ETF because you're ending your contract term early, and if you then turn around and try to reactivate service within the first 50 days (at least I think it's 50; it may be 60), your contract is reinstated.
