Ported a number from a T-Mobile pre-paid $3 a month account my son had to Verizon. The new iPhone has been activated for 2 days now.
The new iPhone can call out from the ported number, but incoming calls are going to VM.
Is this just a waiting perioud of porting a number?

Porting should only take a max of 24 hours. Is the old device off with the SIM card removed?
I would try restarting it, even powering it down, removing the SIM card for a minute and then putting it back in.

I have done that a few times, and the old phone is currently powered off.
I'll give it until early afternoonm and then try calling Verizon again.
Fornatuately this is a kids first phone, so he does not know any different - as of yet.

Yeah, sometimes things just get hung up, especially during porting. The small MNVO providers (and prepaid carriers) are the slowest, but the major carriers are usually quick.
