4G LTE Mobile Hotspot poor service in 04005

I am very dissatisfied with the operation of the mobile hotspot feature of my Samsung Stratosphere Android phone.

The primary issue is the lack of consistent data speeds when using the hotspot with kindles and PCs.  It is very annoying in a 4G LTE area to see the service drop back to 3G or less and have to restart phone to get back to 4G.

When things are working well we can stream video from Amazon but have problems with FOX and other sources.  Generally things are worse in the evening when we might stay in 4G for 5 to 10 minutes before dropping back to 3G.  This was even worse when we traveled to zip 22309 for a few days last week.

Any suggestions?  Might a new phone help?
