You can certainly do this with the Family Base feature. Here is a link with more information: https://www.verizonwireless.com/support/verizon-familybase-faqs/ . With Family Base you can set up limits to calls, texts and data. Some devices also allow you to set up limits on them under the Data tab. The only issue with this is it can be changed by the person using the device at any time.
