If someone has a data plan, would they still have to pay a monthly price to use a social networking app?

That would depend on the app - and how it is structured on your phone, I would guess. The data it uses would not be charged, but is there a monthly subscription fee? Some may charge, others will not.

I found an app in verizon's media store that's called social beat. It has no monthly charge. Would I need a data plan to use this app after the inital download?

You would be charged $1.99/MB, or data usage against your 25 MB allowance if you have the PAYG or limited data plan. If you have the $29.99 plan then you wouldn't have any data charges. The app WILL use data.
