hi. If i'm in spain, using verizonwireless.com to text friends from back home. will they and I receive international charges?

No, they will not have any additional charges. It will be counted towards their messaging allowance unless they have unlimited messaging.

i am staying here in CounciL bLuffs, IA..how much wiLL it cost me to text my famiLy in the PhiLippines when im using onLy the basic pLan? and wiLL they be abLe to receive my text messages?

From VText.com theses are the supporting carriers in the Philipenes and the cost to send ($0.25/msg) and receive ($0.20/msg) text messages. They are not included in any plan VZW currently offers.
