For some plans texts to the UK are $00.25 to send and $00.20 to receive but there are other plans which include this. What plan do you have? If she is on an international Verizon plan for $10 called Travelpass it is included
If she is on an international Verizon plan that has a bucket of messages, they are covered up to the preset amount
If she has no plan, most Verizon plans pay as you go rate is 50 cents each message to send and 5 cents each message to receive

International texting is included on most plans if it's *from* the US to other countries. If your plan is part of the Verizon plan family, More Everything or current unlimited options, you're fine.
If it were the other way such as texting *from* the UK then will you need additional features or risk PAYG rates.

I actually read the question wrong that she was in the UK. @glitchedpixel is correct, sending from US to UK with all recent plans is included.
