I would like to know if its possible to set up an account just to get sms and mms message, that is accessible from the web. Users could send sms and mms to a phone number instead of an email address.

Verizon Wireless does offer unlimited messaging plans without voice allowances.  They were designed with the deaf in mind, but I'm sure you don't have to be hearing impaired to pick the plan.

Verizon does offer messaging only plans.. but i don't know if thats what you're really looking for.
