The problem with "Message+ Syncing Messages-Temporary Background Processing" is not the notification, it is that messages are not completely downloaded. When a group text is in process, some texts temporaroly show is "downloading" under the individual's name seperately for potentially hours before downloading completely and correctly being placed in the group chat. Important texts are therefore being missed.

Go to settings, notifications. See all. Click on The left side of messages +. (Do not turn it off) scroll down to ba ground message syncing and turn it off.

Go to settings then notifications and if you've recently used message + it will show under recently sent. Click on message + and scroll down to background message syncing and turn it off.

Go to Apps, Click on Message+,then Notifications.

Scroll down until you see "Background message sync" (it's under "emoji reactions ")

Simply slide/tap the button on the right to turn sync off and you are good to go!
