How do you block both Incoming AND outgoing calls and txts?

On the website, it says when a number is blocked, both incoming and outgoing calls and txts are blocked.  This is not so. Only incoming appears to be blocked. Is there something I can do to make it both ways?

With the call and message blocking feature you can block incoming calls and text messages only. Outgoing calls and text are still allowed. You can subscribe to usage controls for $4.99/month and you will be able to block both incoming and outgoing calls and text messages.

Access the account at www.verizowireless.com  under account owner registration login with user id or mobile number and password. Once logged in the red banner at the top of the page place cursor on My Services, when the drop menu appears select Parental Control to begin the process of adding usage control to your account for the 4.99 per line monthly fee. You will have access to block incoming and outgoing calls, it also gives you the option to add other blocks and restrictions to that line.

Usage Controls: $4.99, Expires when stop subscription, 20 blocks, incoming and outgoing, time restrictions, usage allowances, trusted numbers (i.e. call these 20 numbers and no others)  (http://www.vzw.com/usagecontrols)

Call & Message Block: Free, Expires after 90 days, 5 blocks, incoming only (http://www.vzw.com/spamcontrols)
