If I have email service on my Blackberry Storm (EMAIL & WEB -- BLACKBERRY) that I pay monthly for, does it charge any money to e-mail a cellphone number through a Blackberry?

You can use your email to send a text message - it will count as an email for you, a text message to whoever you send it to. Here are some common carrier's email to text addresses:
If you know what carrier they use and what the correct address is to send to phones on that carrier, yes.
