I use my Ellipsis Jetpack when on the road to access the internet with a Samsung tablet. I just discovered I can also use the Jetpack WiFi to mirror the tablet's display to a TV screen via an Amazon FireTV Stick. does the mirroring run up data cell usage against my allowance?

As the mirroring would be local (LAN) data and not coming through the Internet (WAN), it should not count against your data. I would do a test to be sure - mirror your screen for a controlled time period with something that is all local and then follow up on the data use on the jetpack.
