I changed my phone # using my same acct and phone. cloud is gone. what can I do?

If the new phone number is a Verizon Wireless post-paid number (i.e. not prepaid) and you changed it within the last 30 days, your content may still be available to be restored on the new number. Contact support and ask them if an archive exists on your old number and if they can restore it on your new phone number.
