Port forwarding mbr1515 without a static IP

The Netgear MBR1515, complete with Verizon branded firmware, still offers onboard DYNDNS support, which suggests that this router is capable of providing connectivity to devices behind it, providing port forwarding is locally configured. I'm a network engineer and have set up port forwarding on many occasions and on many devices, with and without static IP addresses.

Why then, am I being told that the only way to connect to devices from outside my network is by paying $500 for a static IP?

A static IP isn't needed if using DYNDNS.
