Wifi stops working in Sleep Mode when set to "Always"?

I set the WIFI advanced sewtting for "Keep WIFI on during Sleep Mode" to ALWAYS.

But when my Galaxy S3 goes into Sleep mode, it drops the WiFi connection.

I am able to prove this by listening to Pandorra.

When the S3 goes into Sleep Mode, Pandora will stop after the current song is done playing.

Then it will stop..  I did find that if I let it STAY in sleep mode that Pandora will eventually start playing again.

But it will use the mobile data during sleep mode..  Even when at HOME where I have access to my WiFi.

Is this a BUG or is there some other setting that I need to change to KEEP Wifi ON in Sleep Mode????
