Why Can't I Get Wi-Fi Calling To Work?

I never can get WiFi calling to work. I made sure it's on and tried to test by doing airplane mode with Wi-Fi on. It says can't make call in airplane mode or says needs radio turned on what am I doing wrong?

I removed HD calling then added back on now Wi-Fi calling works.
