After factory reset, why does it still require sign in to the Google account that previously was synced on the device.  Not knowing this information is why the reset is being done!

I understand you mentioned having to reset the device because of not having your Google log in information. Have you tried recovering this information on Google yet: http://bit.ly/2bQ1DQ0? This will allow you to sign into your Google account on your device after it's reset. Please keep me posted.
