A friend gave me their AT&T Galaxy S4 Active i537. It is unlocked. Can I use this phone using my sim card from my Verizon Galaxy S3 on my Verizon account?

No. You cannot activate a device from AT&T on Verizon.

Even if it is unlocked. The phone recognizes the sim and even sees the network. It gets full bars, but it won't allow anything but emergency calls.

It isn't finding the Verizon Wireless network because the phone has incompatible radio hardware inside it.
