I was trying to an upgrade on my S9+ and was told by the customer service agent the S9+ is not available to upgrade? I was not aware of this. Why would they not be eligible?

Phone model has zero relevance to upgrade eligibility. That's based off your agreement. If you still owe on your phone, you either pay it off to upgrade or wait the 24 months.

You have to watch the installment options when you buy your phone. Not all are able to use the yearly upgrade option.

From Verizon upgrade FAQ
Are all Samsung devices eligible for the annual upgrade program?
No. The only Samsung devices eligible for the annual upgrade program are:
Samsung Galaxy S10 5G only version purchased on a device payment agreement on or after 4/25/19.
Samsung Galaxy S8 and Samsung Galaxy S8+ purchased on a device payment agreement on or before 10/21/17.
For all other Samsung devices purchased on device payment agreements, you must pay off the remaining balance to be able to upgrade to a new device.
You may be able to trade-in the device after paying off the remaining balance. Our Device Trade-In program page has all the details.
