New customer...Apps are working? Possible causes?

I just purchased the s4 in early November. At the time of purchase, I got the 1GB plan, thinking I could start with that. Since then I have used the apps quite a bit to the point where I've worked $60 in overcharges. Now, the bill was a few days past due, but as of now,it is paid. Now none of my apps are working. Has this happened to anyone? Are they not working because of my overusage? Help me out if you can...
