Latest system update won't allow apps to access non-wifi content

Got an update this morning (07/19/2016) a number of apps access their content when not connected via Wi-Fi such as Pandora and Amazon apps.

Still nothing. Starting to delete apps and reinstall. Expensive service to be totally annoyed. Time to look at other providers.

update includes "doze", the phone doesn't update, stream music, etc to conserve batt life.

Oddly, this morning everything works fine. Reinstalled one app and didn't touch any of the the others that had issues so it must have been some type of activation or "glitch" issue on Verizon's system.
That or I have magic elves running around the house creating mischief.
