I would also check to make sure airplane mode isn't on and that the phone doesn't have a block on it. Even if airplane mode says it's off, you should try turning it on for a minute and then turning it back off.
I have the same problem. It seems to be when I try calling my dermatologist office at a 1-800 number. Has happened several times.
All my other calls seem to be fine that I make
