I have a Samsung Galaxy S4 that I may take to Norway although the Verizon International plan does not allow me to access 4G. Would a newer phone allow me to access 4G or would I be better off getting a pre paid phone there? I want to use primarily for data more than phone calls.

The phone is fully unlocked. You should consider purchasing a prepaid SIM from a local carrier there and use it in your current phone. You might not get 4G LTE, but you should get 3G and HSPA+ GSM networks to use for data and calls.
