"Restricted" phone calls no longer ringing on my end, sending caller right to voicemail; showed as "autorejected" under "recents"; Galaxy Note 9

Phone calls from "Restricted" numbers--from individuals whose calls I used to be able to answer--are no longer ringing on my end, but going straight to voicemail. Nowthese calls are not ringing at all, are being autorejected, and the caller is going straight to voicemail. I am missing important doctors' calls.

Up until somewhere around Memorial Day, phone calls from "Restricted" numbers used to ring on my phone normally; the caller ID would show "Restricted" (where with another person in my contacts it would say their name, or a phone number if it was a number not in my contacts). (Note that "Restricted" does not have a phone number with it; it is therefore NOT something I am adding to my blocked list; I already know about and have checked that. Blocked numbers are actual phone numbers; this is different.)

Previously, I would hear the phone ring, look at my phone, and could see on caller ID it says "Restricted." So, like a normal call, I would have the option to answer it or not.

Now it does not even ring on my end. The caller goes straight to my voicemail (it is all doctors or other medical providers calling from home due to the COVID-19 pandemic, so they are restricting their numbers). I know they go to voicemail because they tell me that's what is happening (via email). We can make Duo calls or use Doxy.me type televisits. So I know what is happening on their end (straight to voicemail) and mine (I suddenly have a voicemail, but there has been no ring; caller ID just shows an "autorejected" call--with a little blue circle with a line through it and an "A" at the bottom right, sort of like the old "No Smoking" signs).

These are people who have called me this same way for months. It seems to have started sometime between end of May and June 5. The first call I am certain was autorejected (which at the time I thought I just didn't hear) was on June 5. Again, someone who has called that way before and it showed as Restricted and I could answer it.

I have a Samsung Galaxy Note 9. I do not have "Reject Unknown Numbers" enabled nor "Call Filter", and have not had either of these enabled. To my knowledge, nothing has changed on my end that would cause this. It seems to have happened randomly. I spent 1.5hr on the phone with Verizon, then Samsung. Verizon tried all the "fixes" I mentioned above (which I already had disabled long ago, so they didn't actually do anything). Samsung said it was a carrier thing. Essentially, each blamed the other, and nothing has changed.

Can anyone help? Has anyone had similar experiences?'

Thanks in advance. Sorry for the long post but I tried to be very thorough.

Maybe the other side should stop hiding their number.

Doctors cannot and will not do that during COVID-19. I have a child with considerable medical support needs so this is a serious issue and your flippant reply is unhelpful, at best.

I would not have come to this forum if I hadn't already WASTED HOURS WITH VERIZON CUSTOMER SUPPORT (yelling in hopes they notice) WITHOUT RESOLUTION.

THESE SAME RESTRICTED #s USED TO RING THROUGH. NOW THEY DON'T. What's changed?

I have the same issue, except it is my dads ATT cell phone going this way (the circle with the line through it and the A). Would like a solution,  he is in my contacts as well. Super frustrating.
