I am unable to call 877 numbers from my Samsung Note 8. Any idea why?

I think 877 is more of a vanity number then it is toll free. Meaning it can be an internationally number which may be air time. No way to really tell without true area code +international code. Carrier may just block 877 altogether.

Don't think that is true:
- The number format for toll free United States numbers is 1-8XX-123-4567. 8XX stands for 800, 888, 877, 866, 855, 844, or 833. Furthermore, callers can dial the 8XX numbers from landlines, mobile phones, payphones, and fax transmissions, but only in the US.

Yes only in the United States. Fair trade agreements made it possible for international communication company's to sell services so 877 is no longer toll free. on mobile phones 800 is not toll free, that still cost air time. With unlimited talk in the US call can be completed. If no international services on phone plan, air time is not covered. So call could not be completed.
