Does bluetooth tethering (sharing internet connection via bluetooth)  pull data from mobile data or hotspot data? cant seem to find a documented source for this.

Bluetooth devices are input or output only.  The only data used is on the device itself (phone for example).  A Bluetooth keyboard or speaker can’t use data.

Since the only reason I can think to tether via Bluetooth is because your plan won’t allow hotspot, I guess you better hope it doesn’t show as hotspot.

The reason to use bluetooth tethering instead of hotspot is because bluetooth uses a lot less battery than hotspot. The transfer speed is slower and the range is less, but when running on battery doing light (e.g. articles) browsing it can be a very nice alternative.
