Log into your router and turn on IPSec Passthrough. This worked for me.

Yeah, my router is a "bit more complex than that", it's a Cisco SMB router, dual-WAN.
I did ALL the necessary port-forwards, and eventually got it to work, by "isolating it" in it's own "private VLAN". So that wasn't "weird", I wonder what the heck it's doing, that it won't play nice, in my "primary IoT VLAN" (I have 4 VLANs now, for seperation, the 4th is just the darn Femtocell...)?
BTW, IPSec-passthrough is basically a port-500 forward, for the ISAKMP key-exchange. This is one of the ONLY devices I've ever seen (and I've worked with some "odd network devices", in h/w and s/w engineering for a long time) that won't function, without this forward (at least that I can recall).
