What phone? Do you have copies in the Cloud? Did you back up your phone? Is it a new phone? What do you see when you open contacts? Need more info to help.

My contacts are in the cloud and also attached to my e-mail account; that way should the cloud have trouble all I have to do is add my e-mail account and there they are.

If you have a Google Account they should be in your Gmail.  If you have an Android, just make sure your account is added to the phone.
