I have 2 phones on the plan.   1 is always under wi-fi so I am rarely using the data.  The other phone is my son's.    He has left his phone here for the past 5 weeks, also under wi-fi, and I know that we have not used 10gig between us.    We purposely watched it this month and watched it jump at the end of the month to overage charges, when the usages never changed.   We use our i-pads at home to run videos, social media etc...    So I have no doubt they are bogus!!

Are these iPhones? Do you have wifi assist off or on? Do you manually turn off the cellular data connection when you expect to be connected to a wifi router for extended periods of time?

Have you checked the cellular data counter on the actual devices? Do those counters agree that no cellular data was used? iPhones do not always stay connected to wifi when the device are in sleep mode. That is a power saving feature that Apple uses. If apps are allowed to use data in the background when wifi has been disabled due to Apple's power saving features, the devices could be using cellular data.
