If you mean that you have a line which is prevented from texting, you would have to remove that restriction from the line. You would need to have the account owner contact Verizon in order to do so.
If you mean you want to send a text to a line which has blocked your number, you would have to have the owner of that number lift the block on your number before they would start receiving texts from your number.

To ensure that we are providing accurate details, are you attempting to disguise your number from appearing on the other phone? Or has that party blocked your number from messaging them?
