Blocked number still able to call

I blocked a number from my wife's phone through Verizon, it shows it is blocked. When I blocked it previously the block worked.  However, she can still call it and it does not show up on the Verizon call log.  Anyone know why?

If you block a phone number (whether you do so through Verizon or your phone settings), the person whose phone number is blocked cannot call you, but you can still call them.

I can totally understand why you would be confused about the ability to place a call to a blocked number, MIKENSUE1. However, as wadeowen307 correctly pointed out, it is in fact still possible to dial out to a number that you have blocked (either in the phone software or My Verizon). Does this clarify?
