How can I change my jetpack from 4G to 3G?

Confirm your specific Jetpack model for us.  Then we can look at the User Guide for confirmation on the features and steps that are available.

It's Jetpack model 5510L

AMAE_21, no worries. That device does all the work for you. 4G devices are designed to retrieve signal from the nearest and best wireless tower in the area. As a result, signal will automatically fluctuate when service migrates from 4G to 3G based on your location.

You will have to sign into the Jetpack and switch the Preferred Network Technology from Automatic to EVDO only to manually move to 3G network.

Yup, this is done through the admin page at:

my.jetpack 

Once signed in as admin you will want to set the technology as mentioned from automatic to EVDO (Evolution Data Optimized/3G)
