Can I call from Mexico to Mexico on the New Verizon XL Plan?

Just got off the phone with a Verizon rep. I was told that with the New Verizon Plan XL I was able to call Mexico from the USA, and call the USA while in Mexico. But I was told that I will be unable to call a Mexico number while in Mexico unless I add the TravelPass for $2 a day. Is this correct?

That is what travelpass is - able to call/text within that country to numbers in that country and numbers back in the USA

From Verizon TravelPass FAQ:

What countries can I call with TravelPass while traveling outside of the US, Puerto Rico and US Virgin Islands?

If you’re in a TravelPass country, then you can use TravelPass to call phone numbers within the country you're in or call back to the US. You’ll need to add the International Services Enabled feature to your account in My Verizon if you plan to call countries other than the US, the country you’re in or plan to travel to a country not covered by TravelPass.

If you call a country other than the US or the country you’re visiting with TravelPass, you’ll be charged the international rate for that country. For international rates, visit our International Service Options (while in the US) page.

Not true, the plan you get with XL plan is equivalent to the TravelPass. 

How how are you dialing the number?

are you dialing a 1 before the number if it is a cell (not 01)

Have them call you so you can store the number, I've had that work.

Thank you for the reply, but nothing in that section mentions anything about calling Mexico from Mexico. Again I need some confirmation that the Verizon phone representative was wrong. I asked multiple times and she stated multiple times that I would be unable to call Mexico numbers while in Mexico. I just don't want to have overage fees if I don't have the "TravelPass" that the representative said is required to makes calls from Mexico to Mexico. I understand that a "TravelPass" is included in the XL plan but nowhere does it state that I am able to make calls within Mexico to Mexico based numbers.

I searched through as much of the Verizon site as I could cover, but I was unable to find anything that stated that Mexico to Mexico calling is included.

Assumptions on these kinds of things typically end up with hundreds of dollars in bills later.
