Volume too loud on lowest setting while using earbuds-Is there a fix?

I listen to music on my phone while using earbuds.  The volume level with earbuds is very loud, even at the lowest volume setting (just above mute).

I have a Droid Maxx and am using Pandora to listen to music.  Does anyone else have this problem? Is there a fix or trick available?

Listening to music is supposed to be enjoyable, MrsH2E. What kind of headsets are you listening through? Is it possible there is a volume control on the headset you are using?
