I have a desktop computer with a usb modem. The computer is connected to my home network so that I can access my NAS and printer. No other network devices, except the desktop use the internet connection. Is my usage considered tethered even though access is limited to the one connected device? If the answer is yes, is there a computer or network configuration using a USB modem that is not considered tethered?

Yes, it is tethering.
I'm most definitely NOT a VZW employee. If a post answered your question, please mark it as the answer.

The definition is any connection that allows you to share internet connection with another device. Mifi or mobile hotspots are designed to tether either with USB or by creating a wifi connection.
