Does the military's blackberry contract have a signal booster built into their contract? Can't receive signal in our work location.

The location is [removed] 43542. Inside the building the Verizon users do not have any service. I want to look into the contract to see this is something we can get fixed, or must we pay for a signal booster out of our own pocket?
