Blackberry Storm- Locked or unlocked...wht's the difference?

I am thinking about bidding on a Blackberry Storm (used for three months) on Ebay. What does it mean if a phone is locked or unlocked. The seller said he purchased direct from Verizon and thinks it is still locked.

Hi there, well if you want to activate other than" best network Verizon then you want Unlock if not lock is fine for you. Also does seller have return if defective cuas you just never know. if your buying unlocked then your fine but I would buy at Verizon online.
