What are the circumstances surrounding the "30 hours of no service"? Is this a new account? If so you have 30 days to return the equipment and cancel the contract, no penalties.

The service went out in the area over 30 hours ago. They said they would have it up 12 hours into the service interuption but it never went up.

"In the area" - so you are not the only one affected by the outage - and outages happen from time to time. So everyone affected should be let out of their contract because of this outage? I don't think so.
Service will be restored, and life will go on. It's not a valid reason to terminate your contract and not pay an ETF.
